USAID/Armenia Deputy Mission Director John Seong

USAID/Armenia warmly welcomes John H. Seong as the Mission‘s new Deputy Director! In this capacity, Mr. Seong will direct the Mission’s project portfolio of approximately $40 million annually in support of democracy and governance reform, economic development, health and social reform, sustainable energy and water resources.

A Foreign Service Officer, Mr. Seong has served USAID since 1992, when he joined the Agency as the Regional Financial Management Officer for East and Southern Africa and managed financial analysis and payment operations of $1 billion. From 1996-2001, he was a Private Enterprise Officer in Europe and Eurasia Bureau where he managed a market reform portfolio for eleven Missions including USAID/Armenia. From 2001-2002, he served as the Bureau Controller in Democracy, Conflict and Humanitarian Assistance (DCHA) Bureau where he led the formulation and execution of the annual budget of $1.5 billion.

In addition, Mr. Seong served as Director of Economic Restructuring Office in USAID/Bosnia, overseeing a $110-million post-war economic reconstruction portfolio (2002-2006), and Regional Advisor in the Africa Bureau where he coordinated foreign assistance reform process throughout the Embassies and USAID Missions in southern Africa (2006-2007). Prior to his arrival in Yerevan, he was the Director of Economic Growth and Agriculture Office in USAID/Iraq, overseeing a $750-million economic reconstruction portfolio.
 
Before entering the Foreign Service, Mr. Seong held management positions in corporate finance with Fortune 100 companies in New York and Connecticut and taught at several New York and New England universities.
 
Mr. Seong holds a master’s degree in National Resource Strategy from the National Defense University in Washington, DC, a master of business administration degree in finance from the State University of New York at Albany, a bachelor’s degree in Accounting from the Siena College and a bachelor’s degree in Nautical Science from the U.S. Merchant Marine Academy in New York. Mr. Seong is a Certified Public Accountant, Certified Management Accountant and Certified Internal Auditor.
 
A native of Seoul, Korea, Mr. Seong has grown up in upstate New York. He speaks German, Korean and Serbo-Croatian and is passionate about golf, surfing and hiking!
